The Position
The GIS Technician will be a member of the Park Planning, Real Estate and Construction Services Unit to advance the Department's efforts in long-range and current planning, implementation of the Parks and Recreation Element of the County General Plan, Strategic Plan and Santa Clara County Countywide Trails Master Plan Update, design and construction services, and environmental review and preparation. Typical Tasks

The GIS Programmer/Analyst is an ArcGIS Spatial Analyst expert with a very high level of raster analysis proficiency and the ability to creatively problem solve. In addition the Programmer Analyst should be competent in repetitive task automation using Python, VB/VBA, or dot-Net programming for ArcGIS. The position reports to the GIS Manager with additional direction by the Director of Resource Assessment, Wind and Solar Energy Assessment Managers and Energy Assessment Engineers.Region Development Director.

Position Location:
Position will be located in the San Diego, California, corporate office.

Working Condition: 95% of the time is spent in the office environment, utilizing computers (frequent use of ArcGIS 9.x, Global Mapper, Microsoft Office (primarily Excel and Access)), telephones and general office equipment. 5% of the time is spent in the field, working to collect GPS or analytical data.

Responsibilities:
•  Support wind and solar resource modeling efforts through highly technical spatial analyst processes.
•  Assess and validate model results from resource assessment team with respect to development constraints.
•  Create repetitive task automation programs using Python, VB/VBA, or dot-Net programming for ArcGIS.
•  Coordinate with corporate GIS staff to maintain standard management of GIS data
•  Support staff and consultants in analyzing sites for environmental & development permitting.
•  Coordinate use of outside consultants for additional GIS, surveying, modeling, analytical, environmental and development activities.
•  Assist in designing wind turbine layouts.
•  Occasional field work to validate proposed development via GPS.

Qualifications:
•  Minimum 3 years experience in using ArcGIS software.
•  Demonstrated, expert knowledge of ESRI Spatial Analyst extension.
Expert knowledge of Raster Calculator or Spatial Analyst Tools toolbox required.
Ability to write complex conditional statements for analytical production.
•  Demonstrated experience creating repetitive task automation scripts for ArcGIS using Python, VB/VBA, or dot-Net programming for ArcGIS.
•  Extensive knowledge of varying terrain datasets – DEM, DSM, DTM, Lidar.
•  BA/BS in GIS, Geography, Environmental Studies, Planning, Engineering, Computer Science or related curriculum (preferred).
•  Extensive knowledge of GIS software including:
ESRI ArcGIS 9.x
Spatial Analyst
3D Analyst
Global Mapper
•  Experience using GPS technology to collect or validate field data.
Trimble data collectors preferred
Post-processing experience desirable
•  Working knowledge of the following is desirable:
AutoCAD (Map3D, LDD, or Civil3D preferred)
•  Cursory knowledge of solar site assessment or software is favorable (PVSol, PVSys, etc).
•  Cursory knowledge of wind modeling or turbine siting and software is favorable (WAsP, Meteodyn, WindSim, Wind Farmer, Open Wind, etc).

Scope of Position:
The GIS Technician is an entry-level to 2 years of experience position.
