THE POSITION:  This is an “at-will” position, included in the City's Confidential Employee Group that serves at the pleasure of the appointing authority.  Positions in this classification are responsible for performing advanced professional analytical computer support activities.  This position is mainly responsible for the City's Geographic Information System (GIS) mapping services and activities, including the use of desktop and web-based GIS technologies.  The incumbent will ensure the data is reliable and consistently maintained.

QUALIFICATIONS
Education & Experience:  Any combination of training, education and experience which demonstrates an ability to perform the duties of the position.  A typical qualifying background is a bachelor's degree in Computer Science, Geography, Engineering, or a closely related field; and five years of progressively responsible experience in geographic information systems with at least two years providing lead direction or serving as the technical lead on application development projects.  Experience working with MSSQL Server, T-SQL Programming, database analysis, database design, application development, and/or project management with geographic information systems is highly desirable.  Also, experience specifically working in ESRI's software suite at an Enterprise level is highly desirable.
Knowledge of:  Principles and practices of GIS theory, design and systems development; geography, cartography, base mapping, cadastral mapping; principles and practices of systems analysis and design, including graphical user interface (GUI); database management and administration techniques including spatial and statistical analysis; software tools for GIS map creation and maintenance; computer programming principles, techniques and procedures for business and technical system applications; standard programming languages and utilities; hardware, network and operating system architectures and design; wide area network architectures and protocols; standard applications development tools and utilities; project planning, prioritizing and scheduling techniques; systems troubleshooting principles and practices.
Ability to:  Coordinate continuous database update and maintenance; gather, compile, and analyze complex data; analyze complex problems, evaluate alternatives, and make sound recommendations; make sound independent decisions within established guidelines; independently conduct research and field work related to mapping and geographic information projects; efficiently organize, plan and complete applications development projects; plan, organize, and lead the work of technical personnel; troubleshoot hardware and software problems and make or recommend modifications; organize materials and maintain maps and other information accurately and systematically; plan and conduct effective user training courses; prepare clear, concise, and accurate program documentation, user procedures, reports of work performed, and other written materials; interpret, explain, and enforce division policies and procedures; read, interpret, and apply technical publications, manuals, and other documents; utilize Internet, remote communications, and other advanced tools; adapt to changing technologies and learn functionality of new equipment and systems; work effectively as a project team member; understand and follow oral and written instructions; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.

LICENSES:  Possession of a valid California Class “C” Driver's License.

Qualifications:

A college degree in Geography, a similar degree or training/work experience is required. Experience working in a commercial brokerage real estate office or similar sales environment is required. Candidates must portray high degrees of integrity and attention to detail, including strong written and interpersonal skills.

Business Objects Crystal Report software and report writing experience is a plus.
